COGWORKS Purchasing Cooperative is offered through the East Texas Council of Governments (ETCOG) to assist local governments in reducing costs through this multi-regional purchasing cooperative. This program is available to eligible entities through interlocal agreements to procure goods and services at competitive prices. Members may take advantage of cost savings through formal competitive multi-vendor award bids and select services. COGWORKS' bid threshold is for procurements over 50,000 and satisfies all bid law rules and regulations.
How We Work

Membership in COGWORKS is free! Membership requires an Interlocal Agreement*.
02.
There are no minimum spending requirements, and you can stop participating at any time.
03.
To become a member, complete and sign the Interlocal Agreement with ETCOG.
04.
Return the signed agreement to our Strategic Procurement Manager. We will return a signed copy for your files.

Cooperative Purchasing Program Participation Chapter 271.102, Local Government Code, Subchapter F (a) authorizes local government entities to participate in a cooperative purchasing program with other governments or local cooperative organizations and in doing so (c) the local government entity satisfies state law requiring competitive bidding for the purchase of goods or services.
