The East Texas Council of Governments (ETCOG) has served East Texas for over 50 years. We've been listening to our member's needs and launched COGWORKS to provide cost savings solutions.
COGWORKS' main goal is to ensure direct cost savings to members and eligible entities regardless of size, large or small, by increasing estimated quantity sales and expenditures to participating vendors who, in turn, may offer products and services at competitive bid pricing.
COGWORKS satisfies bid law requirements for formal competitive bid processes exceeding $50,000 or more on behalf of participating members and, in doing so, enables members to meet purchasing needs from multi-award bids.

Authority §271.102 Tex. Local Gov’t Code. Cooperative Purchasing Program Participation Chapter 271.102, Local Government Code, Subchapter F (a) authorizes local government entities to participate in a cooperative purchasing program with other governments or local cooperative organizations and in doing so (c) the local government entity satisfies state law requiring competitive bidding for the purchase of goods or services.
