The East Texas Council of Governments (ETCOG) has served East Texas for over five decades. We have listened to our members' needs and launched COGWORKS to provide direct cost-savings solutions.
Our primary objective is to ensure direct cost savings to members and eligible entities—regardless of size—by increasing estimated quantity sales for participating vendors who, in turn, offer products and services at competitive bid pricing.
COGWORKS satisfies bid law requirements for formal competitive bid processes exceeding $100,000 or more on behalf of participating members. This enables members to meet purchasing needs through pre-vetted, multi-award bids.

Cooperative Purchasing Program Participation Chapter 271.102, Local Government Code, Subchapter F (a) authorizes local government entities to participate in a cooperative purchasing program with other governments or local cooperative organizations and in doing so (c) the local government entity satisfies state law requiring competitive bidding for the purchase of goods or services.
