Member Benefits & Eligibility

Membership in COGWORKS is free and available to a wide range of public and non-profit entities. There are no minimum spending requirements, and you can stop using our contracts at any time.

Participation in the COGWORKS purchasing cooperative is free for members of the East Texas Council of Governments and eligible entities. Please fill out the membership interest form below and submit your interlocal agreement. Our Strategic Procurement Manager will reach out to you shortly!

Authority §271.102 Tex. Local Gov’t Code. Cooperative Purchasing Program Participation Chapter 271.102, Local Government Code, Subchapter F (a) authorizes local government entities to participate in a cooperative purchasing program with other governments or local cooperative organizations and in doing so (c) the local government entity satisfies state law requiring competitive bidding for the purchase of goods or services.
